State/County Authorization Requirements are listed below by region. This is to be used when approving qualifications on the EZ Knock UST portal.

TXOAG Authorized to Serve

For a vendor to be able to serve TXOAG jobs they will need the following:

  • Signed Service of Process Requirements for TXOAG (SOP)

  • Signed TXOAG 1799 Statement of Responsibility

  • Signed TXOAG 1789 Related Child Support Cases

ALL State Coverage qualifications require an expiration date.

  • The expiration date if a Process Server license is NOT required is the Driver's License expiration date

  • The expiration date if a Process Server license IS required, use the Process Server License expiration date.


Western Region

AK Authorized to Serve: License Required, Residency Required, 21 YOA+

AZ Authorized to Serve: License Required, Residency Required, 18 YOA+ to serve subpoenas, 21 YOA+ to be licensed.

CA Authorized to Serve: License Required, Residency Required, 18 YOA+

CO Authorized to Serve: No license required; 18 YOA+; No need to be a resident; Not a party to the case

HI Authorized to Serve: No license required; 18 YOA+; No need to be a resident; Not a party to the case

ID Authorized to Serve: No license required; 18 YOA+; No need to be a resident; Not a party to the case

MT Authorized to Serve: License Required, Residency not required, 18 YOA+

NV Authorized to Serve: License Required, Residency not required, 18 YOA+, not a party to the case

NM Authorized to Serve: No license required; 18 YOA+; No need to be a resident; Not a party to the case

OR Authorized to Serve: No license required; 18 YOA+; No need to be a resident; Not a party to the case

UT Authorized to Serve: No license required; 18 YOA+; No need to be a resident; Not a party to the case

WA Authorized to Serve: No license is required but you must register with the county auditor, Residency required, 18 YOA+

WY Authorized to Serve: License Not Required but Seller has to have received authorization from county court in which they are serving in (no documents required to be uploaded), Residency Required, 18 YOA+, not a party to the action


Central Texas Region

TX Authorized to Serve: Certification Required, Residency Required, 18 YOA+


North and South Central Region

MN Authorized to Serve: No license required; 18 YOA+; No need to be a resident; Not a party to the case

ND Authorized to Serve: No license required; 18 YOA+; No need to be a resident; Not a party to the case

SD Authorized to Serve: No license required; 18 YOA+; No need to be a resident; Not a party to the case

WI Authorized to Serve: No license required; 18 YOA+; Not a party to the case; Must by a resident UNLESS they are a resident of Illinois, Iowa, Michigan, or Minnesota

LA Authorized to Serve: No license required; 18 YOA+; Not a party to the case; Must be a resident.

MS Authorized to Serve: No license required; 18 YOA +; Not a party to the case; No need to be a resident.


Midwestern Region

Arkansas: Certification required by county, residency not required:

IA Authorized to Serve: No license required; 18 YOA+; No need to be a resident

KS Authorized to Serve: Some courts require licensing*, 18 YOA+; No need to be a resident

MO Authorized to Serve: License Required in St Louis, MO, Residency Required, 18 YOA+, 21 YOA+ in St Louis, not a party to the case

NE Authorized to Serve: No license required; 21 YOA+; No need to be a resident, not a party to the case or not a public official employed by the county where service is made, whose duties include service of process.

OK Authorized to Serve: License Required, 6 months min of Residency, 18 YOA+


Eastern Region

AL Authorized to Serve: No license required; 18 YOA+; No need to be a resident

CT Authorized to Serve: All process shall be directed to a sheriff, his deputy, a constable or other proper officer authorized by statute. A direction on the process “to any proper officer” shall be sufficient to direct the process to a sheriff, deputy sheriff, constable or other proper officer. Marshals are used in the state for process serving.

D.C. Authorized to Serve: No license required; 18 YOA +; Not a party to the case; No need to be a resident.

DE Authorized to Serve: Court of Chancery, Family Court, Court of Common Pleas, Justice of the Peace have licensing requirements*, Residency not required, 18-21 YOA+

Florida: Licensing or appointment may be required by county, Permanent Residency required.

Georgia: Appointment required per case by court documents are filed in. 18 YOA +

IL Authorized to Serve: Licensing not required statewide, only Cook County is needed (need verification for private investigators), Residency not required, 18 YOA+

IL Cook County Authorized to Serve: License required, 18 YOA+

IN Authorized to Serve: No license required; 18 YOA +

KY Authorized to Serve: No license required; 18 YOA +

MA Authorized to Serve: No license required; 18 YOA +; Not a party to the case; Residency required.

MD Authorized to Serve: No license required; 18 YOA +; Not a party to the case; No need to be a resident.

ME Authorized to Serve: No license required; 18 YOA +; Not a party to the case; No need to be a resident.

MI Authorized to Serve: No license required; 18 YOA +; Not a party to the case or an officer of a corporate party ; No need to be a resident.

NC Authorized to Serve: No license required; 21 YOA +; Not a party to the case; No need to be a resident.

NE Authorized to Serve: No license required; 21 YOA +; not a party to the action, not related to a party to the action, and no interest in the action, and not a public official employed by the county where service is made, whose duties include service of process.; No need to be a resident.

NH Authorized to Serve: No license required; 18 YOA +; Not a party to the case ; No need to be a resident.

NJ Authorized to Serve: No license required; 18 YOA +; Not a party to the case ; No need to be a resident.

New York: Licensing required for serving in the 5 boroughs, or those who serve more than 5 processes in a one year period, 18 YOA+

OH Authorized to Serve: No license required; 18 YOA +; Not a party to the case ; No need to be a resident.

PA Authorized to Serve: No license required; 18 YOA +;No need to be a resident.

RI Authorized to Serve: No license required; 18 YOA +; Not a party to the case ; No need to be a resident.

SC Authorized to Serve: No license required; 18 YOA +; Not a party or attorney to the action ; No need to be a resident.

TN Authorized to Serve: License not required statewide except Shelby County, 18 YOA+, Residency required

TN Authorized to Serve Shelby County: License Required, Residency required

VA Authorized to Serve: No license required; 18 YOA +; Not a party to the case or otherwise interested in the subject matter in controversy ; No need to be a resident.

Vermont: Licensing required by county, 18 YOA+, Residency not required

West Virginia: No license required, 18 YOA+, not a party to the case and has no vested interest in the outcome, Residency not required
